Transitional Authority disbanded, replacement committee formed

An eight-member Inter-governmental Relations Technical committee has been formed to take over from the Transitional Authority (TA), whose operational period expires in a year’s time.

Unveiling the committee, Cabinet Secretary for Planning and Devolution Ann Waiguru said that the committee was a result of a joint recruitment between the central government and the Council of Governors and would oversee the co-ordination of activities between the two levels of government.

“It is through this body that both levels of government are expected to consult and co-operate in their activities,” said Waiguru. According to Section 12 of the Intergovernmental Relations Act 2012, the Intergovernmental Technical Committee will be majorly responsible for the day-to-day activities of the summit and of the council- which entails facilitating the activities of the summit and of the council and implement the decisions of the summit and the council, take over the residual functions of the TA and convene a meeting of the forty-seven County Secretaries within thirty days preceding every summit meeting.

“The Technical Committee will be the successor to the TA to undertake the remaining functions of the Authority, whose role is to facilitate and co-ordinate the transition to the devolved system of government as provided under section 15 of the sixth schedule to the constitution,” she added.

The committee will be chaired by the former Permanent Secretary for Education Prof Karega Mutahi. Other members of the committee are Dr Francis Fondo, Mrs Elizabeth Njambi Mochane, Prof Judith Miguda-Attyang, Mwanamaka Mabruki, Prof Shanyisa Khasiani, Allyce Kuneiya Esintele, Raymond Nyeris and Major (rtd) Billow Khalid. According to the CS, the committee was a result of a joint recruitment between the central government and the county governments.

“Intergovernmental relations between the two levels of government are expected to one of interdependence, co-operation and of mutual respect,” said Waiguru. The minister was optimistic that devolution was taking the right course and the new committee would drive towards the success of devolution.

“I have no doubt whatsoever that the devolved system of government is on course. With the support of all stakeholders and the spirit of cooperation and consultation we shall succeed,” she concluded.
