Prof Kaimenyi: Why Garissa Teachers College will not be closed

The Cabinet Secretary in the Ministry of Education, Science and Technology, Prof Jacob Kaimenyi, insists Garissa Teachers College will not be closed, saying that the institution is secure enough for studies.

Addressing students in the ministry’s boardroom at Jogoo House, Prof Kaimenyi advised first-year students who are uncomfortable to defer their studies to September 2016.
Students had demonstrated at the ministry headquarters in Nairobi.

Here are the nine reasons the Cabinet Secretary believe the college should not be closed.

1.    Garissa Teachers College is secure and students should be encouraged to go back and resume learning.
2.    The Second year students who are sitting for their final Primary Teacher Examinations in July 2015 should be assured of their security and will be facilitated to complete the course through constant reassurance and counselling.
3.    The Principal Dr. Aden Muktar should hasten the authentication of original certificates by Kenya National Examinations Council and release them to students as soon as possible.
4.    The College Management should develop a detailed budget for all security measures that need to be put in place and request for funding from the county government and the ministry of Education Science and Technology. The Governor of Garissa County was requested to honour the pledge to give financial support for security.
5.    The Ministry of Education Science and Technology should consider providing financial support for fencing the Teachers Training College at the beginning of the next financial year 2015/16. The Perimeter wall can be constructed in the critical areas while the rest can be fenced using the chain link.
6.    The college will deal firmly with all those found inciting students, be they individuals or unions. There should be continuous update on the status on the college, especially security.
7.    The college management should put in place appropriate measures to ease payment of fees by students.
8.    The Board of Management should ensure that there is improved communication within the college. There should be continuous updates on the status in the college, especially on security.
9.    The college Management should account for all students at any one time.
