Waiguru off the hook, Mangiti to shoulder NYS scandal

Devolution minister Anne Waiguru can breath a sign of relief after the blame for the National Youth Service scandal will be shouldered by her deputy, Mr Peter Mangiti.

The director of public prosecutions had recommnde prosecution of Mr Mangiti  alongside National Youth Service (NYS) Director Nelson Githinji over conspiracy to defraud the NYS Ksh791 million.

Director of Public Prosecution Keriako Tobiko said that Mt Mangiti, who is the Principal Secretary in the ministry of Devolution and Planning, is part of the people who intimidated a senior NYS official against reporting the Ksh791 million conspiracy to the Criminal Investigations Department.

The other person facing prosecution is Benson Gethi, who was at the center of the mult-million scandal that rocked Anne Waiguru’s docket. The trio will face charges of stealing, tampering with the work of a public officer, conspiracy to defraud NYS KSh 719,385,000, engaging in organised criminal activity.

They will also be charged with making a false document, abuse of office and conspiracy to defraud NYS a further Ksh695,400,000. Ms Waiguru has been under pressure to resign or step aside over rampant corruption in her ministry.

On Wednesday, November 11th, Keriako Tobiko listed Anne Waiguru as a prosecution witness who will testify against officers that embezzled the Ksh719 million. It is worth noting that Mr Githinji was hired by Anne Waiguru who brought him in to replace Kiplomo Rugut at the helm of the National Youth Service (NYS).

At the time (2014) several Members of Parliament alleged that the hiring of Nelson Githinji was a calculated move to initiate plunder of public money at NYS.

According to the statement form the DPP, Waiguru will thus testify against her deputy as well as the man she personally recruited to head NYS. The Devolution and Planning ministry, ome of the most powerful ministry in Uhuru’s government, has been embroiled in a series of corruption allegations which have seen calls to have Waiguru sacked.

There is even a motion in Parliament intended to impeach Waiguru for presiding over corruption in her docket among other allegations. She has denied culpability after another multi-billion scandal was accidentally revealed by Peter Mangiti when he was summoned by the Parliamentary Accounts Committee.

The scandal exposed profligate expenditure by the ministry where a pen was purchased at Ksh8,500 and sex toys were bought at inflated prices.  MsWaiguru shifted blame to Mangiti as the accounting officer.
