County governments are among the biggest winners in the 2015/16 budget.

Treasury Cabinet Secretary Henry Rotich has allocated Ksh287 billion for counties, which is 37% of the most recent approved revenues of Ksh776.6 billion. This is also more than twice the 15% constitutional minimum threshold.

Meanwhile, he said Treasury has issued guidelines on drafting county finance bills to tame the creation of taxes by county governments which could discourage investments.
