Uganda seeks to replicate Kenya’s e-procurement

Kenya’s success in automating public finance management systems has become a reference point for other countries.

Uganda’s Ministry of Finance and Economic Development is looking to pick lessons from Kenya’s success in the implementation of the Integrated Financial Management System. The Ugandan government is keen on taking up lessons learned by Kenya in the implementation of the e-procurement component, which has automated procurement and payment across all Government offices and in turn increased transparency and accountability.

The IFMIS Department of the National Treasury this week hosted a Ugandan delegation on a two-day benchmarking exercise to study the implementation of online procurement. “The process of rolling out e-procurement in the Kenyan National Government and counties is a key lesson for us,” said Godfrey Ssemugooma, Commissioner Financial Management Services.

E-procurement has been fully adopted in all ministries, departments and Government agencies (MDAs) in Kenya. All state corporations are also taking up IFMIS e-procurement. “IFMIS is a transformative and strategic tool by the Government in embracing modernity. The information will assist our decisions on what we plan to do with IFMIS in Uganda,” said Patrick Kekembo, the IT Manager at Public Procurement and Disposal of Public Assets Authority in Uganda.
