The chairman of the National Authority for the Campaign Against Alcohol and Drug Abuse John Mututho has accused the organisation’s officials of awarding millions of shillings to non-existent NGOs. He says Ksh99 million meant to boost the war against drug abuse ended up in the hands of non-existent and underserving groups.
“We will name the individuals who have fraudulently acquired the money. NACADA released Ksh99 million for the CBOs (community-based organisations) engaged in the fight against drug abuse but thugs and crooks were allocated the money,” said Mr Mututho.
He says out of the 100 community-based organisations awarded the amount meant to boost the war against drugs and substance abuse, only three were recognised by the NGO’s council. The money was part of the 15% of the amount that Nacada raises from bar licences given to civil society organisations to fight drugs and alcohol, the Nation reports.

Mr Mututho said well-connected people in the organisation colluded to have the fake NGOs awarded the money, with some getting up to Ksh3 million. He said graft incidences were hampering the fight against drugs and substance abuse, with over 2.6 million people fighting various forms of addiction.
Speaking in Embu Town, Mr Mututho said his group had identified over 1,000 people, many of them police officers and officials in the national government coordination such as chiefs, as among those who had applied for and received the money.
