The list of six companies indicated in the Treasury-run IFMIS system as potential beneficiaries of Ksh826 million National Youth Service funds as payments for road construction and building materials is out.
Interestingly, the companies share directors. Three people – two ladies and a man – appear as directors in three different companies and were all set to pocket nearly a billion.
Form Homes Builders, registered in November 2014 and whose director is Josephine Kabura Irungu, received tenders worth Ksh154,950,000. Draco Capital, whose directors are Peter Omari Otwoma and Caroline Njambi Kinuthia, received tenders worth Ksh115,800,000 in December 2014.
Roof and All Trading, director Josephine Kabura Irungu, received a Ksh77,250,000 tender in November 2014. Reinforced Concrete Technologies, director Josephine Kabura Irungu, received a Ksh115,800,000 tender in November 2014.
Grumum Engineering, director Otwoma, received a Ksh115,800,000 tender in December 2014. Tegmen Trading, directors Peter Omari Otwoma and Caroline Njambi Kinuthia, received a Ksh115,800,000 tender in January 2015.

Josephine Kabura Irungu Irungu would have walked away with Ksh348 million, Mr Otwoma Ksh345 million, while Carole Kinuthia had been earmarked Ksh230 million.
“The committed amount is Ksh695,400,000 while the amount planned for to acquire road construction and building materials was Ksh300,000,000,” states the CID report quoted by the Star.
The explosive report was sent to Waiguru last Friday. BFIU boss Mugwanja told Waiguru that 16 statements had been recorded from NYS and Devolution officials.
On June 5, Waiguru wrote to the CID requesting them to investigate alleged manipulation of the IFMIS payment system at NYS.
