Waiguru takes office as Cabinet Secretary for devolution

NAIROBI, Kenya


Ms Anne Waiguru formally took office this morning as Cabinet Secretary in the Ministry of Devolution and Planning, a day after she was sworn into office. The Cabinet Secretary was received at her new office in the Treasury Building by Permanent Secretary Dr. Edward Sambili.

Ms. Waiguru said she was in the process of receiving comprehensive briefs on the overall planning docket from the Permanent Secretary  and would hold similar sessions with the Permanent Secretary in the Ministry of Local Government Prof. Karega Mutahi in view of the new government structure that combined the devolution and planning. These discussions, she noted, would facilitate the prioritizing of assignments and ensure focus as the Ministry embarks on its new mandate. Ms. Waiguru observed however that there would be need for re-organization of the Ministry as with other government departments and dockets to guarantee effective delivery, adding that she looked forward to meeting other staff with whom she will serve in the Ministry.

“We as a Government see devolution not as a choice. It is required of us by the Constitution and we have to be committed to ensure it is implemented to the letter,” she said. “The law already provides a framework under which the Central Government can interact with Governors to ensure they are facilitated. My Ministry will ensure issues raised by Governors at their Summit with the President are followed up,” she added.

To strengthen the relationship between the Central and County governments, the Cabinet Secretary pledged to facilitate constant communication with the Governors by providing dialogue and a platform for discussions to promote development across the country. “Devolution goes beyond just allocating and disbursing resources. It is also about powers and responsibilities for governing, which are given to people. As a Ministry we will ensure this is provided.”
