Kenya, UNITAR Sign Three-year Pact to Boost Internal Security Capacity

The Government of Kenya has entered into a three-year partnership with the United Nations Institute for Training and Research (UNITAR) aimed at strengthening the country’s internal security and public administration institutions through training, research and institutional capacity building.

The Memorandum of Understanding (MoU) was signed in Geneva by Dr Raymond Omollo, Principal Secretary in the State Department for Internal Security and National Administration, and Mr Evariste Karambizi, Director of UNITAR’s Division for Peace.

Under the agreement, UNITAR will work with Kenyan authorities to deliver coordinated capacity development for key agencies within the internal security ecosystem. These include the National Government Administrative Officers (NGAOs), the Kenya Police Service, the Administration Police Service, the Directorate of Criminal Investigations, the Kenya Prisons Service and the Kenya Coast Guard Service.

The Ministry of Interior and National Administration said the partnership will focus on enhancing professional skills, promoting policy-oriented research and strengthening institutions to improve service delivery, boost inter-agency coordination and reinforce adherence to the rule of law.

UNITAR, the training arm of the United Nations established in 1963, supports member states by providing learning solutions that advance governance, peace, security and sustainable development. It works with governments and public institutions to build capacities aligned with international standards and best practices.

Through the MoU, the two parties will collaborate on tailored training programmes, applied research and knowledge-sharing initiatives designed to respond to emerging security challenges, strengthen leadership and improve public sector effectiveness.

Kenya has in recent years stepped up reforms in its security sector, with a focus on professionalization, respect for human rights and stronger border and maritime security. The inclusion of the Kenya Coast Guard Service in the partnership reflects the country’s growing emphasis on safeguarding its territorial waters and combating transnational crimes such as trafficking and illegal fishing.

Officials said the collaboration with UNITAR will bring international expertise and evidence-based approaches to support Kenya’s reform agenda. The agreement, which takes effect immediately, provides a framework for sustained engagement over the next three years and may be renewed by mutual consent.
