Ruto Launches National Talks on Kenya’s Vision 2060

President William Ruto has asked Kenyans to take part in shaping the country’s proposed Vision 2060, saying the long-term development plan should reflect the wishes and priorities of citizens across the country.

Ruto made the remarks on Wednesday, August 12, 2026, when he opened the national conversation on Kenya’s development agenda beyond Vision 2030 at the Kenyatta International Convention Centre (KICC) in Nairobi.

The meeting brought together more than 5,000 delegates from all 47 counties as the country began discussions on a new development blueprint that is expected to guide Kenya for the next several decades.

Ruto said the process comes at a different time from the one that produced Vision 2030 because Kenya now has a Constitution that requires public participation in important national affairs.

He noted that Vision 2030 was prepared before the 2010 Constitution and said the country should use the current constitutional framework to give citizens a bigger role in determining its future.

“When Vision 2030 was developed, it was developed before the new Constitution,” Ruto said, stressing that public participation is now a requirement rather than an option.

The President said involving citizens would also help create a stronger connection between Kenyans and the final development plan. He pledged government support for the consultations and called on young people, businesses, religious groups, political parties, students and civil society organisations to participate.

Vision 2060 to address long-term challenges

The new development plan is expected to look beyond individual presidential terms and provide a framework that successive governments can follow.

The discussions come as Kenya faces a changing economic and global environment, with technology, artificial intelligence, climate change, employment and economic resilience becoming increasingly important to long-term planning.

Ruto said Kenya must prepare for these changes instead of relying entirely on the assumptions that guided earlier development programmes. The proposed blueprint is therefore expected to examine how the country can create more opportunities for its growing population while strengthening its ability to withstand global economic shocks.

Kisumu Governor Anyang’ Nyong’o, who chairs the committee responsible for developing Vision 2060, said Vision 2030 had helped guide Kenya’s development, but some of its ambitions remained unfinished.

Nyong’o has called for a new roadmap that can survive changes in political leadership and keep the country focused on long-term national interests.

The committee has also worked with experts and scholars, including Professor Hiroyuki Hino, in preparing the foundation for the national discussions. Ruto praised their contribution as the country moved into the wider consultation phase.

The process will now move from Nairobi to the counties, where citizens will be invited to give their views on the priorities they want reflected in Vision 2060.

The feedback will be collected and consolidated before the proposed plan is taken through the required approval process, including consideration by Parliament.
