Nearly 4,500 families in Nairobi’s Mukuru settlement have been moved into decent and affordable homes under the Government’s Affordable Housing Programme (AHP), marking a major transformation of an area once characterised by overcrowded and dilapidated structures.
The development, Phase II of the Boma Yangu Mukuru Estate, was officially handed over by President William Ruto in December 2025.
Speaking on the transformation, Internal Security and National Administration Principal Secretary Raymond Omollo said the project demonstrated what could be achieved when government policy and investment translated into tangible improvements in the lives of ordinary Kenyans.
“Barely four years ago, thousands of families in Mukuru, especially children, went to sleep in crowded, dilapidated structures, dreaming of something better. Today, that dream is a lived reality,” Omollo said.
The estate is designed as an integrated residential community, providing residents with housing alongside essential social services and amenities.
Among the facilities are the completed and operational New Mukuru Primary School and Early Childhood Development (ECD) Centre, a Level IV hospital, shopping mall, fire station and police station.
The development also has a five-million-litre water tank and a metered cooking gas supply system, allowing residents to access key services within their neighbourhood.
According to Omollo, the integrated approach means families can live, learn, work and access essential services without having to travel long distances outside the estate.
Mukuru transformation
The PS said the development offers a glimpse of what the Government’s Kenya Beyond Vision 2030 blueprint could achieve if the country maintains the same level of commitment and implementation.
“This success also offers a glimpse of what Kenya Beyond Vision 2030 can become,” he said.
Omollo said sustained commitment, discipline and follow-through would be necessary to turn the blueprint into a reality capable of delivering safe, dignified and prosperous communities across the country.
The Mukuru project forms part of the Government’s broader Affordable Housing Programme, which seeks to increase access to affordable homes while creating supporting infrastructure and economic opportunities.
Security infrastructure
Omollo said the transformation of Mukuru must also be accompanied by measures to protect the new homes, businesses and social infrastructure.
For the State Department for Internal Security and National Administration, he said, the police station within the estate would play a critical role in maintaining security.
The facility is expected to strengthen community policing and improve the speed of response to security incidents within the residential development.
“The transformation must also be protected,” Omollo said, adding that the police station would help ensure the new homes and opportunities are matched by a safe environment.
The Mukuru development therefore combines housing with education, healthcare, water, commercial facilities, emergency services and security — an approach the government says is intended to create a complete and dignified community rather than simply provide residential units.
