Inside The Ksh220 Billion Project Pipeline Benefiting Luo Nyanza

The Luo Nyanza Region is undergoing one of its biggest infrastructure transformations in recent years, with the national government rolling out more than Sh220 billion worth of projects across Kisumu, Siaya, Homa Bay and Migori counties.

The massive investment drive, spearheaded under the Kenya Kwanza administration, is reshaping the region through the construction of roads, affordable housing units, modern markets and institutional infrastructure aimed at accelerating economic activity and regional connectivity.

A regional investment status report dated May 4, 2026 shows that over 270 national government projects have been planned across the four counties, with nearly half already under construction or approaching completion.

According to the report, at least 42 per cent of the projects are either actively ongoing or nearing delivery, reflecting what government officials describe as an aggressive implementation phase.

Road infrastructure forms the largest component of the investment portfolio, consuming Sh96.54 billion for projects covering more than 1,525 kilometres. Affordable housing follows closely with Sh90.44 billion earmarked for the development of 38,846 housing units across the region.

Interior and National Administration Principal Secretary Dr Raymond Omollo, who oversees coordination and implementation of national government projects, said the investments are intended to unlock economic potential while ensuring balanced national development.

“These projects are about changing lives and opening up opportunities for the people. Roads, markets, housing and institutional infrastructure are key drivers of economic growth and improved livelihoods,” said Omollo.

He added that the government was closely tracking implementation progress to ensure accountability and timely delivery.

“We already have projects completed, others nearing completion and many actively under construction. Our focus now is on delivery and ensuring wananchi begin to feel the impact,” he said.

Kisumu County has emerged as the biggest beneficiary of the investment programme with allocations totaling Sh67.34 billion. Siaya follows with Sh51.4 billion, while Migori and Homa Bay have received Sh50.84 billion and Sh50.54 billion respectively.

Among the most significant ongoing projects is the Sh15.9 billion Kisumu–Chemelil–Kipsitet road project, which is currently estimated to be between 24 and 35 per cent complete.

Kisumu is also home to one of the region’s flagship housing developments. The Lumumba Affordable Housing Project, valued at Sh5.75 billion, has reached 70 per cent completion and is among projects expected to be delivered in the near term.

In neighbouring Siaya County, construction preparations are gathering pace on the Sh4.71 billion Kodiaga–Rabango–Usenge road after the contract was awarded and contractors began mobilising equipment and personnel to site.

The Dhogoye Bridge project along the Kisian–Usenge road is also progressing steadily and has reached 58 per cent completion.

Migori County is similarly witnessing rapid infrastructure expansion.

The Sh1.88 billion Masara–Sori–Agolo road project is already 84 per cent complete, while works on the Riosiri–Rongo Campus–Toku Bridge road have reached 87 per cent completion.

In Homa Bay County, road projects dominate the investment landscape, accounting for Sh25.81 billion spread across more than 432 kilometres.

Major road works underway include the Kadel–Kanyadhiang–Ramba road, the Mbita–Sindo–Kiabuya–Karungu road and the upgrading and dualling of Homa Bay town roads.

The report further shows that nine projects worth Sh4.99 billion have already been fully completed.

These include the Ahero/Kericho Interchange, Kisumu Boys–Mamboleo dual carriageway, Homa Bay Fish Market, Homa Bay town roads, Mabera Affordable Housing Project Phase One and the Uriri Affordable Housing Project.

Another 19 projects valued at Sh10.25 billion are currently between 75 and 99 per cent complete, while 77 projects worth Sh77.86 billion are actively under construction.

Affordable housing remains one of the government’s most ambitious undertakings in the region.

Kisumu leads in housing investments with projects worth Sh33.19 billion targeting more than 14,000 units. Homa Bay has housing developments valued at Sh19.13 billion, Migori Sh19.78 billion and Siaya Sh17.52 billion.

The government is also investing heavily in market infrastructure to support small-scale traders and improve regional commerce.

Homa Bay’s modern fish market hub has already been completed and commissioned, while several Economic Stimulus Programme (ESP) markets across the region are in advanced stages of construction.

According to Omollo, the projects are expected to create employment opportunities for thousands of young people through construction, logistics, supply chains and auxiliary services.

“When infrastructure improves, businesses grow and investors gain confidence. These projects are meant to unlock the economic potential of the Lake Region,” he said.

However, the ambitious development push has not been without challenges.

Some projects remain stuck at procurement stages, while others have experienced slow implementation, sparking concerns among residents and local leaders over delays.

In Siaya County, for instance, several road projects have reportedly been re-tendered or remain under technical evaluation. A number of institutional infrastructure projects across the four counties are also yet to commence.

Despite the delays, the government insists the scale of ongoing investments will fundamentally alter the economic trajectory of the Lake Region over the coming years, especially with more than Sh93 billion worth of projects already under construction or nearing completion.
