Govt Steps Up Construction of 47,000 Houses for Security Officers

The government is constructing more than 47,000 housing units for security officers across the country in what officials describe as the largest institutional housing initiative under the Affordable Housing Programme.

The update was issued following a meeting of the Governance and Public Administration Sub-Committee of the National Development Implementation Committee (NDIC), chaired by Dr. Raymond Omollo, the Principal Secretary for Internal Security and National Administration.

Under the National Institutional Housing Programme, the security cluster now accounts for 165 projects nationwide, delivering a total pipeline of 47,464 housing units. So far, 2,092 units have been completed, 9,555 are under active construction, and 24,720 are at the procurement stage.

Major ongoing police housing developments are underway at the GSU Headquarters in Ruaraka, Kiganjo Training School, and the GSU Training School in Embakasi. The projects are aimed at reducing accommodation shortages in high-demand operational areas.

The Kenya Defence Forces (KDF) Affordable Housing Programme is also rolling out units across Kahawa, Embakasi, Lang’ata, Moi Airbase, Lanet, Gilgil, Nanyuki and Mariakani military camps. A 500-unit housing project in Roysambu has already been completed and handed over, while other developments are scheduled for completion between January 2026 and January 2028.

Officials said the housing programme is designed to improve living conditions for officers while enhancing operational readiness and morale within the security services.

The Sub-Committee also reviewed progress in digital transformation. The State Department for Immigration and Citizen Services reported that 22,665 government services have been onboarded onto the eCitizen platform out of 26,550 targeted services, with full onboarding expected by June 30, 2026.

Government-to-Government services have also been introduced on the platform, starting with selected state corporations and foreign missions in Nairobi. Integration of services within the National Police Service and Correctional Services is expected to accelerate with enhanced technical and financial support.

Boost in Citizen Registration

Through the Usajili Mashinani mobile registration initiative, 100,195 identity cards have been issued since September 2025, including 70,648 first-time registrations. Additionally, 52,262 birth certificates were processed during the outreach exercise.

To strengthen access in remote areas, the government has acquired 45 new vehicles and is operationalizing additional civil registration offices in the current financial year. Officials said the initiative is enhancing inclusion and enabling more citizens to access services that require official identification.

Legislative and Diaspora Reforms

The Sub-Committee also reviewed progress under the Government Legislative Agenda, noting that several key laws have been operationalized to strengthen governance and accountability frameworks.

Meanwhile, the Diaspora Integrated Information Management System (DIIMS) has been rolled out to provide integrated digital services to Kenyans living abroad. The platform is expected to enhance diaspora engagement and support data-driven policy planning in line with the Kenya Diaspora Policy 2024.

The meeting brought together Principal Secretaries and senior officials from departments including Parliamentary Affairs, Immigration and Citizen Services, Correctional Services, Devolution, Science and Research, the National Police Service, and the Office of the Solicitor General.

While welcoming the progress made, the officials reaffirmed their commitment to strengthening oversight, improving inter-agency coordination, and accelerating the delivery of priority programmes in governance and security sector reform.
