Senior IEBC Official Is Arrested for Forging Academic Certificate

A senior IEBC official has been arrested and accused of submitting a fake degree in an application for a job with Kenya’s electoral body, authorities said today.

According to the Ethics and Anti-Corruption Commission (EACC), the senior official, Caroline Sabiri Manyange, who is currently the Manager for Boundaries Delimitation at the Independent Electoral and Boundaries Commission, was arrested at her home in Nairobi West on Monday. She was escorted to the EACC Integrity Centre Police Station, where she is currently being interrogated after an investigation revealed that she had forged her academic certificates and used them to secure employment on April 4, 2012.

As if that wasn’t enough, investigators said Sabiri Manyange reportedly acquired an additional bogus Master’s degree, which she used to gain a promotion. This position saw her earning a cumulative salary of Ksh37 million, plus other benefits.

“Investigations established that she forged a Master of Arts (Population Studies) degree certificate purporting it to be a genuine certificate awarded by the University of Nairobi on May 9, 2004,” EACC spokesperson Eric Ngumbi said in a news conference.

Her indictment stems from months-long investigations, and the Office of the Director of Public Prosecutions (ODPP) has already approved that she be charged with forgery, contrary to section 345 as read with section 349 of the Penal Code, and uttering a false document, contrary to section 353 of the Penal Code.

EACC will also be moving to recover the Ksh37 million earned by the accused on the grounds of fraudulently acquiring public property, contrary to section 45(1)(a) as read with section 48(1) of the Anti-Corruption and Economic Crimes Act No. 3 of 2003.
