NTT DATA, the global IT services provider, has underscored the critical role of digital transformation in enhancing public service delivery during the Smart Government Summit held in Nairobi.
Mr Richard Hechle, Managing Director for East Africa at NTT DATA, speaking on the final day of the summit, emphasised the need for the public sector to embrace digital technologies to create a more efficient, innovative and citizen-centric government.
In his address, titled “Embracing Digital Transformation in the Public Service”, Mr Hechle underscored the growing necessity for governments to adopt digital technologies to foster greater efficiency, innovation, and citizen engagement.

Mr Hechle emphasised that digital transformation is not solely about adopting new technologies but rethinking how governments deliver services, engage with citizens, and operate. One of the most significant benefits he highlighted was the enhancement of service delivery. By embracing digital tools, public sector entities can provide faster, more accessible, and user-friendly services that are inclusive of all citizens.
He also highlighted the potential for cost savings and increased operational efficiency through automation, data analytics, and cloud computing. Hechle noted that these technologies can free up valuable resources, allowing public servants to focus on more strategic, impactful work, ultimately resulting in better outcomes for the public.
“Transparency and accountability are cornerstones of good governance,” Hechle added, stressing that digital tools can significantly enhance these principles by enabling real-time access to information and facilitating open communication between governments and citizens.
However, Hechle acknowledged that the journey towards digital transformation is not without its challenges. Cybersecurity, data privacy, and the digital divide were cited as critical concerns that must be addressed to ensure an inclusive and secure transformation. “It is essential to invest in robust cybersecurity measures, develop clear data governance policies, and ensure that all citizens have access to digital services,” he said.
Hechle noted the company was keen on partnering and supporting both the private and public sector in modernising their technology landscape, overcoming transformation debt, and driving innovation. “Most of our services are powered by AI capabilities at their core, enabling us to deliver speed and differentiation in outcomes to our clients while maintaining security and sustainability,” he said.
He emphasized that embracing digital transformation in the public service is not just an option; it is a necessity. It is a journey that requires vision, commitment, and collaboration.
