The National Assembly has invited Kenyans and stakeholders to submit views on the proposed 2026/27 Budget Estimates as Parliament begins scrutiny of the government’s spending plans for the next financial year.
In a notice issued by Clerk of the National Assembly Samuel Njoroge, the public has been asked to present memoranda and participate in public hearings that will be conducted across counties by the Budget and Appropriations Committee.
The move is in line with Article 118(1)(b) of the Constitution, which requires Parliament to facilitate public participation in legislative and parliamentary business, as well as Article 221(5), which mandates the committee handling revenue and expenditure estimates to seek public input.
The Budget Estimates for the Financial Year 2026/27, covering the National Executive, Judiciary and Parliament, were submitted to the House on April 30, 2026, and subsequently referred to the Budget and Appropriations Committee for consideration.
Total government expenditure is projected to rise to KSh4.74 trillion, an increase of more than KSh435 billion from the previous fiscal year. The additional spending will prioritise sectors considered critical to economic productivity and citizens’ welfare, including education, healthcare, infrastructure, agriculture and national security.
According to the notice, the proposed budget seeks to consolidate gains made under the government’s Bottom-Up Economic Transformation Agenda (BETA), which focuses on increasing productivity and boosting incomes at the grassroots through value-chain driven investments.
The estimates also aim to ensure limited public resources are directed toward sectors expected to deliver the greatest impact on job creation, income growth and broader economic participation.
“The Financial Year 2026/27 Budget Estimates seek to consolidate the progress achieved in the implementation of the Bottom-Up Economic Transformation Agenda (BETA),” the notice states.
Members of the public, businesses, civil society organisations and other stakeholders have until Monday, May 25, 2026, at 5.00 pm to submit their views.
Submissions can be hand-delivered to the Office of the Clerk at Parliament Buildings in Nairobi or sent electronically through the official parliamentary email address.
The estimates are also available for public review at the National Assembly’s Table Office and on the Parliament website.
The public participation exercise comes at a time when businesses and households are closely watching government spending priorities amid concerns over taxation, public debt, and the rising cost of living.
Input collected during the hearings is expected to shape parliamentary recommendations before the final budget is debated and approved by the House.
