The Directorate of Criminal Investigations (DCI) has arrested three Nairobi county staff for conspiring to defraud the assembly of Ksh997,926.
The three include Senior Finance & Planning Officer Fredrick Macharia Mwangi, Principal Accountant Philomena Kavinya Nzuki and Nairobi County Assembly Deputy Clerk Adah Awuor Onyango.

Director of Public Prosecutions Noordin Haji had earlier ordered their arrest over irregular award of tenders after DCI had recommended their prosecution.
“DCI initiated investigations into allegations of irregular award of tenders and payments at the Nairobi County Assembly upon receiving the assembly’s internal financial audit report for the financial year 2016/2017,” read a statement from ODPP.

DCI’s investigations revealed that Primera Ventures Limited was irregularly awarded a tender to supply books worth Ksh997,926.
The investigations also revealed that the tender in question was never advertised and the quotations used during the process were irregularly prepared by procurement officers attached to the assembly.

According to the statement, DCI investigations revealed that no books were supplied but the County Assembly still went ahead to pay Primera Ventures Ksh997,926.
