Uhuru gives Matiang’i prime position in government

The executive order provides a new framework to coordinate implementation of government programmes while providing a stakeholder communications and feedback mechanism

President Uhuru Kenyatta has ordered the composition of various committees for the delivery and oversight of National Government Development Programmes and Projects across the country.

Through Executive Order No. 1 of 2019, dated Monday, January 21 2019,  the President directed the formation of the National Development Implementation and Communication Cabinet Committee; the National Development Implementation Technical Committee; 8 Regional Development Implementation Co-ordination Committees and 47 County Development Implementation Co-ordination Committees.

The executive order provides a new framework to coordinate implementation of government programmes while providing a stakeholder communications and feedback mechanism.

The move comes days after Information and Communications Technology Joe Mucheru formed a taskforce to look into ways of redefining government communications. It is chaired by veteran journalist David Makali.

It also elevates the stature of  Interior and Co-ordination of National Government Cabinet Secretary Fred Matiang’i who will chair the National Development Implementation and Communication Cabinet Committee assisted by the National Treasury and Planning Cabinet Secretary Henry Rotich.

It will comprise of Cabinet Secretaries, the Attorney-General and Head of the Public Service and would report directly to the President.

Its mandate would be to  provide supervisory leadership throughout the delivery cycle of
all National Government Programmes and Projects, receive and deliberate on reports from the National Development Implementation Technical Committee, provide timely guidance on appropriate measures to address challenges constraining effective implementation and delivery of
National Government Development Programmes and Projects and monitor and evaluate the followup mechanisms for resources allocated for National Government Priority Programmes and Projects, to
ensure proper utilisation and realisation of the targeted outcomes.

The committee would also provide coordinated strategic communication to the Public and
other stakeholders on the progress of National Government Programmes and Projects, prepare accurate and timely progress reports for presentation to the President and perform any other function ancillary to the above as may be directed by the President.

The National  Development Implementation Technical Committee will be chaired by Interior and Coordination of National Government Principal Secretary Karanja Kibicho with his National Treasury counterpart Kamau Thugge serving as vice-chairman.

Its members are the Principal Secretary for Energy, Principal Secretary for ICT, Principal Secretary for Planning, Principal Secretary for Devolution, Principal Secretary for Health, Principal Secretary for Crop Development, Principal Secretary for Industrialization, Principal Secretary for Lands and Physical Planning and Principal Secretary for Infrastructure, Principal Secretary for Transport, Principal Secretary for Housing and Urban Development, the Solicitor-General and the Head of the Presidential Delivery Unit.  Any other Principal Secretary may be coopted as the need arises.

It would receive and deliberate on the reports from the Regional Development Implementation
Co-ordination Committee and any other relevant MDAs, SAGAs or entities; propose budgetary provisions in Annual Ministerial budgets and Medium-Term Expenditure Framework (MTEF) for
National Government Priority Programmes and Projects, so as to ensure proper utilization and realization of the targeted outcomes and provide detailed work-plans, schedules and critical paths for
implementation of individual National Government Priority Programmes and Projects.

It would also develop timely and appropriate solutions to challenges constraining the implementation and delivery of  National Government Development Programmes and Projects; supervise the implementation of individual National Government Development Programmes and Projects
throughout the entire delivery cycle; manage relationships between all MDAs and SAGAs with
regard to the implementation of priority National Government Projects and Programmes; prepare accurate monthly progress reports on National Government Programmes and Projects for presentation to the National Development Implementation and Communication Cabinet Committee.

In addition, it will perform any other function ancillary to the above as may be directed by the National Development Implementation and Communication Cabinet Committee.

The Regional Development Implementation Coordination Committee will be chaired by the Regional Commissioner. Its members will be Regional Directors of MDAs and SAGAs implementing National Government Programmes and Projects including the MDAs in the Enabler cluster in the Region and Senior Delivery Director, PDU.

Its functions will be to co-ordinate within the Region, using a multi-sectoral approach, the implementation of National Government Programmes and Projects; receive and deliberate on the
reports received from the County Co-ordination Committees; monitor, verify and evaluate the
progress of National Government Programmes and Projects with the Region; identify and suggest solutions for bottlenecks that hinder the implementation of National Government Development
Programmes and Projects within the Region and manage relationships between all MDAs and SAGAs who have operations within the Region.

It will also prepare bi-weekly progress reports to the National Development Implementation
Technical Committee on the implementation status o National Government Development Programmes and Projects within the Region, advise the National Development Implementation Technical Committee on identified priority National Government Development Programmes and
Projects within the Region and secure the infrastructure, equipment and personnel involved in or required for the implementation of National Government Programmes and Projects within the Region.

The County Development Implementation Coordination Committee will be chaired by the County Commissioner.

Its members will be County Information Officer, County Directors of MDAs and SAGAs implementing
National Government Programmes and Projects including the MDAs in the Enabler cluster in the County and Delivery Director, PDU.

It has been tasked to Co-ordinate within the County, using a multi-sectoral approach, the implementation of National Government Programmes and Projects; monitor, verify and evaluate
the progress of National Government Programmes and Projects with the County; identify and suggest solutions for bottlenecks that hinder the implementation of National Government Development Programmes and Projects within the County and manage relationships between
all MDAs and SAGAs who have  operations within the County.

It will also prepare bi-weekly progress reports to the Regional Development Implementation
Co-ordination Committee on the progress of National Government Development Programmes and Projects within the County; foster public support for National Government Programmes and Projects
within the County.

They would do this through co-ordination of Public Participation and awareness activities; using existing mechanisms such as Public Barazas and Nyumba Kumi to proactively inform the
public on the benefits, expected impact, project-cycles and timelines for all National Government Programmes and Projects within the County and proactively creating accessible avenues for
broad citizen participation and feedback with respect to all National Government Programmes and
Projects within the County.

The committees will also secure the infrastructure, equipment and personnel involved in or required for the implementation of National Government Programmes and Projects within the County.
