Chebukati demands answers from Chiloba

Independent Electoral and Boundaries Commission chairman Wafula Chebukati has demanded answers from Chief Executive Officer Ezra Chiloba as to how his password was used at various locations to make changes to the August 8 presidential election results.

An audit ordered by the Supreme Court, which then nullified the re-election of President Uhuru Kenyatta, indicated that unauthorised persons and devices gained access to the IEBC servers and manipulated transmitted results.

In his letter to Chiloba, Chebukati also wants to know why satellite phones bought by the commission were not used to relay data from polling stations as it was supposed to be.

The memo, which has since been leaked, also seeks answers on the Kenya Integrated Elections Management System (KIEMS) kits used in the election were not locked to specific locations as it had been agreed.

The latest developments came amid sharp divisions among commissioners, who are accusing Chebukati of unilaterally appointing a project team to oversee the fresh elections ordered by the Supreme Court.

In the process, he sidelined Chiloba, his deputy Betty Nyabuto and several key directors whom the National Super Alliance says it does not have confidence in. Jubilee has since rejected the new team, claiming they are partisan.

Chebukati, in his memo, also wants to know some forms used in the election did not have security features as agreed between IEBC and the printer, Dubai-based Al Ghurair.
