The government has launched a nationwide security operation targeting criminal gangs and politically sponsored goons, Interior Principal Secretary Raymond Omollo has said.

This comes as authorities move to contain rising cases of violence linked to political incitement and unrest.

Speaking amid growing concern over insecurity, protests and recent transport sector disruptions, Omollo said the government was already conducting security operations in parts of Western Kenya, including Trans Nzoia County, following recommendations from the Jukwaa la Usalama initiative.

“The challenge of goonism is a historic issue in Kenya, not a new one,” said Omollo.

“Where politicians exploit vulnerable youth for criminal activities, we must act. Our ministry is already taking steps; following the Jukwaa la Usalama report, we are currently conducting operations in Western Kenya, including Trans Nzoia, to identify criminal elements, and we are expanding this exercise nationwide.”

The PS linked the rise of criminal gangs and political violence to unemployment and lack of opportunities among young people, saying the government was attempting to address the problem through job creation and youth empowerment programmes.

“Our population is young, and they need opportunities like jobs and education. Under President Ruto, the government is deliberately addressing this by creating openings through the Nyota programme, labour mobility initiatives and affordable housing,” he said.

“We all share a responsibility — as parents and leaders — to keep our youth meaningfully engaged.”

Omollo also defended the government’s security record, arguing that Kenya’s security situation had improved significantly compared to when the current administration took office.

“Is the security situation any better than when I came into office? The answer is yes,” he said.

“When we took over, there were muggings and all manner of incidents happening right within the Nairobi CBD. We faced the challenge of banditry in the North Rift, alongside pressure and challenges from terrorism.”

He credited improved coordination within the security sector under President William Ruto and Interior Cabinet Secretary Kipchumba Murkomen for stabilising the country’s security environment.

“To a greater degree, by working with everyone across the security sector under the leadership of His Excellency the President and my Cabinet Secretary, Kipchumba Murkomen, we have stabilised the security situation across the board,” Omollo said.

The remarks come amid heightened political tensions and renewed debate over violent demonstrations, political incitement and the use of hired gangs during protests and public gatherings.

Omollo maintained that while the Constitution protects the right to demonstrate and strike, authorities would not tolerate criminality disguised as lawful protest.

“Strikes and demonstrations are rights guaranteed by the Constitution. As long as those involved remain within the confines of the law, we too, as security actors, will play our part responsibly,” he said.

He added that investigative agencies were already handling reported cases of political incitement.

“We are aware that there have been incidents and cases of political incitement, an issue that my Minister addressed yesterday. Anyone found culpable will be subjected to due process in accordance with the law,” he said.

The PS also addressed the recent nationwide matatu strike that paralysed transport operations in several towns, saying the unrest was linked to the ongoing global fuel crisis triggered by tensions involving Iran, Israel and the United States.

“The unfortunate incidents witnessed yesterday stem from ongoing concerns and agitation within the transport sector, particularly among matatu operators,” he said.

Omollo noted that the strike had disrupted businesses, transport and access to essential services, but said ongoing talks between the government and matatu operators were showing signs of progress.

“From the discussions held yesterday and continuing today, there appears to be meaningful progress toward resolving the matter,” he said.

“As the ministry responsible for security, we remain committed to maintaining peace, protecting lives and property, and ensuring that dialogue continues to guide the way forward.”
