Protest Victims Allocated Ksh2B As Ruto Assents to Supplementary Appropriations Bill

President William Ruto has assented to the Supplementary Appropriations Bill, 2026, authorizing an additional KSh393 billion in government spending and raising the total national budget from KSh4.3 trillion to KSh4.69 trillion.

In a statement issued after signing the Bill into law at State House, Nairobi, the President said the revised budget is designed to address urgent and emerging national priorities, including security operations, disaster response, and key infrastructure investments.

The security sector received the largest share of the additional funding, with KSh60 billion allocated. Of this amount, KSh2 billion has been set aside to compensate victims affected by recent protests, marking a significant government response to public concerns over unrest.

Education emerged as another major beneficiary, receiving KSh45.28 billion. The allocation, according to the President, underscores the government’s commitment to ongoing reforms and the policy of universal access to education.

The Affordable Housing Programme has been allocated KSh25 billion, while the agriculture sector will receive close to KSh18 billion. Out of the agriculture allocation, KSh10 billion is earmarked for the subsidised fertiliser programme aimed at boosting food production.

In the health sector, KSh4 billion has been allocated to clear pending bills under the now-defunct National Health Insurance Fund. A further KSh5.4 billion will support the doctors’ internship programme, while Moi Teaching and Referral Hospital will receive KSh2.5 billion. An additional KSh2.6 billion has been set aside for vaccine procurement, alongside KSh675 million for upgrading Level 4 hospitals across the country.

Meanwhile, the Blue Economy and Fisheries Department has been allocated KSh350 million to host an Oceanic Conference scheduled for June 2026 in Mombasa and Kilifi County. The government says the event will enhance Kenya’s role in marine conservation and promote sustainable fisheries.
