CA Sets New Technical Standards for Phones in Kenya

The Communications Authority of Kenya (CA) has rolled out fresh requirements that mobile phones must meet before they are allowed into the Kenyan market in 2026.

In a notice dated March 24, 2026, Director General David Mugonyi said the new guidelines will be used to vet all mobile cellular devices during the approval process before they are sold or used locally.

“It is notified for the general public and ICT sector stakeholders comprising of ICT equipment vendors, local mobile phone assemblers and mobile phone manufacturers, that the Authority has developed Technical Specifications for use during the type approval process for mobile cellular devices meant for sale and use in Kenya,” CA stated.

Tightening control on device standards

The regulator said the move is part of ongoing efforts to ensure that all devices in the country meet quality and safety standards.

According to the Authority, every phone must go through checks to confirm it is safe for users, does not interfere with other electronics, and meets limits on radiation and environmental impact.

“The Authority’s role spans standardisation of telecommunications services and equipment to guarantee enhanced Quality of Service (QoS) and Quality of Experience (QoE) for consumers when using telecommunication services. Through the Type Approval of ICT equipment, the Authority checks the Safety, Electromagnetic Compatibility (EMC), Radiation and Environmental concerns,” CA said.

These requirements are also meant to improve network performance and reduce cases of poor connectivity linked to low-quality devices.

Crackdown on uncertified brands

The new rules come weeks after the Authority raised concerns over the presence of unapproved phones in the market.

On February 10, 2026, CA published a list of 21 phone brands that failed to meet its standards and warned the public against buying them.

“The Authority advises the public as follows: a) Not to buy the above non-type-approved brands of mobile phones, and vendors are strictly prohibited from selling the same,” the notice reads.

The regulator has in the past indicated that uncertified devices can pose risks such as network interference, security vulnerabilities, and reduced device lifespan.

Advisory to the public

Kenyans are now being encouraged to take extra steps before purchasing mobile phones. The Authority says buyers should only deal with licensed sellers and confirm that a device has been approved.

Details of compliant devices and authorised vendors can be found on the CA website under the type approval section.

The regulator maintains that enforcing these standards will help clean up the market, protect consumers, and ensure better overall service delivery in the country’s telecommunications sector.
