The Government of Kenya has confirmed that a cyberattack temporarily knocked several government websites offline on November 17, 2025, in what officials describe as a coordinated digital intrusion carried out by a group identifying itself as PCP@Kenya.
According to a statement from the State Department for Internal Security and National Administration, the attack rendered multiple platforms inaccessible before national cybersecurity teams intervened.
“The Government of Kenya wishes to notify the public that on 17th November 2025 [it] experienced a cybersecurity incident where various government websites were rendered inaccessible. The attack is suspected to have been carried out by a group identified as PCP@Kenya,” the statement read in part.
The government activated its emergency incident response mechanisms, working with cybersecurity experts across state agencies and the private sector to contain the breach and restore normal operations.
“The Government initiated its incident response and recovery efforts, supported by various stakeholders to mitigate the effects of the incident and restore accessibility to the affected websites,” the statement added.
Officials say the situation has since been brought under control, with systems now functioning normally.
“The situation has been contained and the Government is monitoring the situation,” PS Raymond Omollo said.
Despite stabilizing the affected systems, the government is urging Kenyans to remain alert and report any suspicious cyber activity to the National KE-CIRT, NC4, or the DCI, as investigations into the incident continue.
Authorities noted that the intrusion violates several legal frameworks, including the Computer Misuse and Cybercrimes Act, the Kenya Information and Communications Act, and the Data Protection Act.
“Those found culpable shall face the full force of the law,” the statement added.
In the statement, PS Dr. Raymond Omollo, who also chairs the National Computer and Cybercrimes Coordination Committee (NC4), assured the public that Kenya remains committed to enhancing its cyber resilience as part of the national digital transformation agenda.
“The Government remains committed to the security of the national digital infrastructure and continues to strengthen its cyber resilience capabilities and capacity, including working with the private sector and other stakeholders,”Omollo stated.
