Software Group Partners with ELM to Power Future of Digital Governments

Software Group has partnered with ELM Company to accelerate digital transformation and financial inclusion across governments in Africa, Asia, and the Gulf region.

The partnership was officially sealed at the GITEX Global 2025 event in Dubai, marking a major milestone in the journey toward smarter, more connected public services.

The two technology leaders signed a Memorandum of Understanding (MoU) that will see them collaborate on developing and deploying financial technology solutions for government institutions.

Their joint efforts will focus on e-governance, digital identity, and fintech innovation, with a mission to make public services more efficient, secure, and citizen-friendly.

Under the partnership, Software Group will leverage its DigiWave Platform, a robust digital ecosystem that powers services such as agency banking, digital wallets, super apps, e-government systems, mobile factoring, and disbursement solutions. The platform is designed to integrate easily with government operations, supporting transparency and real-time service delivery.

Speaking during the signing, Kalin Radev, CEO of Software Group, expressed pride in the collaboration, describing it as a step toward inclusive digital transformation.

“This partnership reflects our shared commitment to driving inclusive digital transformation in the public and private sector. By combining Software Group’s fintech expertise with ELM’s trusted digital platforms, we are creating a powerful foundation for innovation, security, and citizen-centric services,” Radev said.

He added that the collaboration is not just about introducing new technology but about creating systems that empower citizens and improve how governments operate.

On his part, Majed bin Saad AlArifi, the Official Spokesperson and Executive Vice President of Marketing at ELM, said the company is focused on expanding its capabilities through meaningful partnerships.

“We are proud to partner with Software Group to co-develop solutions that meet the evolving needs of government entities. Together, we aim to deliver scalable technologies that enhance operational efficiency and public trust,” AlArifi said.

He emphasised that ELM’s goal is to support governments in providing faster, more transparent, and more reliable digital services that align with global innovation trends.
