Kenyans will get another opportunity to influence government spending priorities after the National Treasury rescheduled public hearings for the proposed 2027/28 financial year budget and the Medium-Term Expenditure Framework (MTEF).

The hearings will now be held on Friday, October 9, Monday, October 12 and Tuesday, October 13, 2026, at the Kenyatta International Convention Centre (KICC) Amphitheatre in Nairobi.

The new schedule was contained in a public notice published through MyGov on Tuesday, October 6. The exercise is part of the formal budget-making process and is intended to collect views from the public and other stakeholders before spending plans are finalised.

Treasury Cabinet Secretary John Mbadi will officially open the hearings on Friday at 7:30 a.m. National Assembly Budget and Appropriations Committee chairperson Samuel Atandi is also expected at the opening session.

The Treasury notice states: “The Public Sector Hearings will be officially launched on Friday, 9th October 2026, at 7:30 a.m. by Hon. FCPA John Mbadi Ng’ongo, EGH, Cabinet Secretary, The National Treasury.”

Treasury Principal Secretary Chris Kiptoo is expected to outline the country’s macroeconomic outlook for 2027/28 and the medium term, setting the stage for discussions on the different sectors.

Friday’s programme will focus on health, general economic and commercial affairs, and energy, infrastructure and ICT. These sectors cover major areas of public spending, including healthcare, infrastructure and digital programmes and other services.

The second day, on Monday, October 12, will turn to governance, justice, law and order; social protection, culture and recreation; and environmental protection, water and natural resources.

The final day, Tuesday, October 13, will cover public administration and international relations, agriculture, rural and urban development, and education.

The hearings are being held in line with Article 201(a) of the Constitution, which requires openness and accountability in public financial matters, including public participation in financial matters. They also follow Section 36 of the Public Finance Management Act, which provides for public participation in the preparation of the national budget.

Kenyans unable to attend the KICC sessions in person will still be able to follow the proceedings online. The Treasury said a link will be shared through its official website and social media platforms.

The Treasury has urged members of the public to participate and submit views on spending priorities. Their input will feed into preparations for the 2027/28 budget and the medium-term spending plan before the proposals move through the next stages of the budget process.
