Rice Mill Complex in Kisumu to Boost Farmer Incomes and Cut Post-Harvest Losses

The government is strengthening its focus on agricultural production as part of efforts to enhance food security and stabilise farmer incomes, Principal Secretary for Internal Security and National Administration Dr Raymond Omollo has said.

In a statement, Dr Omollo noted that President William Samoei Ruto has consistently emphasised the need to invest in production rather than consumption, placing agriculture at the centre of the country’s food security strategy.

“It is within this context that the Rice Mill Complex in Kisumu, a project under the Lake Basin Development Authority (LBDA), plays a transformative role. The facility is designed to receive paddy directly from farmers, store the unprocessed rice in two godowns and process it efficiently to minimise losses while stabilising farmer incomes,” Omollo stated.

The complex primarily sources paddy from key irrigation schemes, including Ahero, Nyatike and Oluch Kimira, which are among the main rice-producing zones supplying the plant. Once delivered, the paddy undergoes grading and milling to produce Grade 2 rice for the market.

A multi-grader system separates by-products, ensuring that broken grains and other residues are redirected for alternative uses such as chicken feed, maximising value addition and reducing waste.

Dr. Omollo said the investment responds to years of post-harvest losses that have significantly reduced farmer earnings due to limited storage and processing capacity.

He added that the State Department for Internal Security and National Administration will continue supporting coordination at the grassroots level, noting that secure livelihoods, stable markets and protected infrastructure are critical pillars of national stability and food security.
