Who is the PS Quitting Ruto’s Govt? Meet Esther Ngero

Esther Ngero, the Principal Secretary for Correctional Services, has resigned. Her resignation was confirmed by State House on Tuesday, May 23.

According to a statement from President William Ruto’s Chief of Staff Felix Koskei, Ngero has left office “for personal reasons”. No further details were offered on the circumstances surrounding her exit. Ngero was notably among seven Principal Secretaries reshuffled by President Ruto last week.

Ngero, who was previously in charge of Performance Management in the office of the Prime Cabinet Secretary, was reassigned to the State Department of Correctional Services.

She was first appointed as a PS in December last year, after two decades as a high-flying executive in the petroleum sector. Koskei credited her with playing a key role in the development of the institutional framework to support implementation of public service performance management and monitoring for ministries, state departments and state agencies.

“The Head of State and Government has conveyed his gratitude to Ms. Ngero for her service to the nation and wished her the very best in all her future endeavors,” Koskei disclosed.

Prior to joining the government, Ngero, a certified accountant, was CEO of Dalbit International Limited, overseeing the company’s petroleum products operations in East African and Southern African markets. Dalbit is owned by tycoon Humphrey Kariuki’s Janus Continental Group.

Kariuki is a close ally of President William Ruto and is among businessmen who bankrolled his Presidential campaign. He was appointed by Ruto to the National Investment Council among other private sector heavyweights, while his Africa Spirits Limited manufacturing plant in Thika was also reopened.

Ngero had worked with Dalbit for 13 years, rising through the ranks from operations manager to General manager and regional head of supply chain, Chief Officer – Petroleum Supply Chain and eventually CEO.

Before joining Dalbit, she had spent three years working for National Oil as an Assistant Accountant.
