DCI Says Raphael Tuju Disappearance Was Staged, Names Suspects

The Directorate of Criminal Investigations (DCI) has concluded that the reported disappearance of Raphael Tuju was a staged incident, dismissing earlier claims of abduction.

In a statement, the agency said investigations had “established beyond doubt” that the alleged disappearance was “a deliberate scheme designed to mislead law enforcement agencies and the general public.”

The case stems from a missing person report filed at Karen Police Station on March 22, 2026.

CCTV trail reveals coordinated movements

According to the DCI, a detailed review of CCTV footage, witness statements and other evidence reconstructed a timeline pointing to a coordinated plan involving individuals close to Tuju.

On March 21 at 18:46 hrs, Tuju’s vehicle, registration KCL 346P, was captured leaving Entim Sidai Hotel before briefly stopping for a roadside interaction with a white Toyota Probox, registration KDN 673L.

“The vehicles proceeded in opposite directions, suggesting prior coordination,” the statement said.

Minutes later, Tuju’s car was seen heading toward his residence, while the Probox joined the main road toward Ngong. The two vehicles later converged along Nandi Road before heading toward Miotoni Road.

‘Abandonment sequence’ detailed

Investigators outlined what they termed a precise “abandonment sequence.”

At 19:17:59 hrs, Tuju’s vehicle arrived at Miotoni Lane, where it parked with headlights off and hazard lights on. Seconds later, the Probox pulled up in front.

“At 19:18:16 hrs, three individuals exited KCL 346P and walked into the Probox,” the DCI said.

The Probox then drove off and was later captured on CCTV at 19:38 hrs heading toward Tuju’s residence, effectively “bringing the carefully orchestrated operation to a close.”

Persons of interest identified

The DCI identified several individuals linked to the incident, including Samson Okiya Sirako, believed to have driven the Probox, Karen Wangare, whose phone was allegedly used for communication, Khadijah Chepkosia Saidi, said to have controlled the communication narrative, and Zipporah Wambui.

The Probox, registered to Mwanaidi Chemeli Saidi, has not been recovered and remains at large.

DCI dismisses abduction claims

The agency said the findings “clearly contradict” claims that Tuju had been abducted or trailed by suspicious vehicles without number plates.

“Instead, it points to a voluntary, premeditated plan intended to provoke public concern and achieve undisclosed motives,” the statement added.

The DCI said it is actively pursuing the identified persons of interest and warned that “appropriate legal action will be taken against all those found culpable.”

It also cautioned against attempts to interfere with the probe.

“Any attempts by Hon. Tuju to issue diversionary statements or obscure the facts will not hinder the course of justice,” the agency said.

Investigations remain ongoing, with authorities promising further updates as new developments emerge.
