Kabogo Seeks Romanian Partnership to Power Kenya’s Digital Future

Information and Communication Cabinet Secretary William Kabogo has unveiled Kenya’s ambitious plans to collaborate with Romania in advancing cybersecurity, innovation, and digital trade.

Kabogo made the pitch on Wednesday, October 8, while speaking at the Romania–Kenya IT & Cybersecurity Business Forum in Bucharest, held alongside the Bucharest Cybersecurity Conference 2025.

He described the collaboration as a new phase in Kenya’s digital growth story, saying it will accelerate the country’s transformation into a regional tech powerhouse.

“I underscored Kenya’s bold digital transformation agenda under the Digital Superhighway and Creative Economy, which is connecting homes, schools, and enterprises across the country and positioning Kenya as a regional hub for innovation, e-government and digital trade,” Kabogo said.

He stressed that Kenya is on track to become a paperless government by 2030, a goal that hinges on strong digital infrastructure and secure systems.

“As we advance towards a paperless government by 2030, we continue to attract investments in data centres, cloud services and emerging technologies such as artificial intelligence, fintech, and cybersecurity,” he added.

Kabogo lauded Romania’s expertise in software engineering, cybersecurity, and digital innovation, calling it an ideal partner for Kenya’s next phase of digital transformation.

“Romania stands out as a natural partner in this journey with world-class expertise in software engineering, cybersecurity and digital innovation,” he noted.

The CS said Kenya’s bold approach to digital transformation is already drawing international investors and that stronger collaboration with Romania will create more opportunities for the country’s youth in emerging technology sectors.

He urged Romanian businesses to partner with Kenya in developing sustainable, secure digital systems and in strengthening cyber resilience.
