Social media satirist Gabriel Oguda is among five individuals appointed to a newly formed committee that will oversee the implementation of the NADCO Report and a ten-point national agenda aimed at strengthening Kenya’s unity and governance structures.
The committee, announced jointly by President William Ruto and Azimio leader Raila Odinga on Wednesday, August 6, 2025, will also be responsible for implementing the Memorandum of Understanding (MoU) signed between the United Democratic Alliance (UDA) and the Orange Democratic Movement (ODM) on March 7, 2025.
“The committee will be responsible for executing a Memorandum of Understanding (MoU) signed between UDA and ODM on March 7, 2025. That MoU set out to foster national cohesion and inclusive prosperity by addressing longstanding challenges to Kenya’s governance and nationhood,” the joint statement read in part.
The committee will be chaired by Agnes Zani, a former nominated senator. Alongside her and Oguda, the team includes Fatuma Ibrahim, Kevin Kiarie, and Javas Bigambo.
These individuals have been tasked with steering the country through a shared reform agenda between the government and opposition.
To ensure the committee operates effectively, a joint secretariat has also been formed. It will be led by Executive Secretaries from both UDA and ODM, and will offer logistical and technical support. The two parties will jointly fund and facilitate all committee activities.
The committee’s work will be centered around ten key commitments: full implementation of the NADCO Report, promoting inclusivity in public life, protecting and strengthening devolution, uplifting the youth, enhancing leadership and integrity, safeguarding the right to peaceful protest, addressing the national debt burden, fighting corruption, reducing government wastage, and promoting the rule of law and constitutionalism.
The team is expected to begin work immediately. It will consult widely with the public and key stakeholders, including all arms of government, independent institutions, civil society, faith-based organisations, and the private sector. These consultations aim to ensure that national dialogue and inclusivity guide the reform process.
The committee is expected to file progress reports every two months to President Ruto and Mr. Odinga.
Additionally, it will provide quarterly updates to a joint UDA–ODM Parliamentary Group, which is scheduled to hold its first sitting on August 18, 2025.
A final, comprehensive report will be published on March 7, 2026.
The report will highlight the achievements, challenges, and future steps toward building a more inclusive and united Kenya.
