432 Assistant County Commissioners Graduate as Govt Pushes AI, Public Service Reforms

A total of 432 Assistant County Commissioners (ACCs) have graduated with Diplomas in Public Administration in a milestone ceremony that coincided with the Kenya School of Government’s (KSG) centenary celebrations and highlighted the Government’s drive to modernise public service through technology, leadership development and career progression.

The graduation at KSG’s Kabete Campus also saw more than 1,000 public officers receive various professional certifications, while 530 newly appointed Deputy County Commissioners (DCCs) completed an induction programme conducted at the institution’s Baringo, Kabete, Matuga and Mombasa campuses.

Cabinet Secretary for Public Service, Human Capital Development and Special Programmes Geoffrey Ruku challenged public servants to embrace Artificial Intelligence (AI), saying the technology will shape the future of governance and service delivery.

He urged civil servants to take advantage of KSG’s training programmes, noting that Kenya is positioning itself as a leader in technological innovation on the continent.

“All public servants should understand modern technology, as Kenya was being positioned to be a leader in Africa,” Ruku said during the graduation ceremony.

The Cabinet Secretary said KSG, which marked its 100th anniversary during the event, will spearhead AI technology uptake within the public sector to equip officers with the skills needed to respond to emerging governance challenges.

Principal Secretary for Internal Security and National Administration Dr. Raymond Omollo described KSG as a pillar of public administration that has produced generations of administrators and strengthened government institutions over the past century. He said the institution has nurtured the National Government Administration Officers (NGAO) network of more than 18,000 officers who coordinate peace, security and government service delivery at the grassroots.

“It is fitting that, during this centenary year, we are graduating and inducting officers who will carry forward the next chapter of public administration,” Dr. Omollo said.

He noted that the 432 graduates join 802 officers who recently completed the same Diploma in Public Administration programme, describing it as the largest training and promotion exercise ever undertaken for National Government Administration Officers.

“This training programme has seen the largest number of NGAO officers ever trained and promoted at one time,” he said, adding that the initiative had addressed long-standing cases of career stagnation.

Dr. Omollo said the State Department had worked closely with KSG to expand training opportunities and unlock promotions under the NGAO Scheme of Service following President William Ruto’s directive. As a result, 394 Assistant County Commissioners and Assistant Secretaries have been promoted to Senior ACCs and Senior Assistant Secretaries, while another 431 Senior Assistant County Commissioners and Senior Assistant Secretaries have been appointed Deputy County Commissioners. A further 100 officers have also been promoted to the rank of Under Secretary.

He said the appointment of 530 Deputy County Commissioners would strengthen government coordination and service delivery at the sub-county level, noting that the more than 400 sub-counties across the country provide a broader government footprint than the 290 constituencies. The training programme, he added, supports the Government’s Bottom-up Economic Transformation Agenda (BETA) and ongoing security sector reforms.

Senior government officials who attended the ceremony included Attorney General Dorcas Oduor, Public Service Principal Secretary Dr. Jane Imbunya, Kisumu Governor Prof. Anyang’ Nyong’o, Inspector General of Police Douglas Kanja, KSG Chairperson Justice (Rtd.) Charles Nyachae and Director General Prof. Nura Mohamed.
