Sack Rotich now, Raila says as he turns guns on Uhuru

CORD leader Raila Odinga has increased the heat on President Uhuru Kenyatta over rampant corruption in the country, dismissing calls for new laws and institutions to fight graft as a decoy.

Barely four days after Cabinet Secretary for Devolution and Planning Anne Waiguru threw in the towel, opposition leaders now want Treasury Cabinet Secretary Henry Rotich and his PS to follow suit over Eurobond saga. While addressing media at a Nairobi hotel, CORD leaders said it is not enough public officers out of office but the funds lost should also be recovered and culprits prosecuted.

They demanded that Mr Rotich, the Treasury Cabinet Secretary, and Principal Secretary Kamau Thugge, relinquish their positions to pave way for independent investigations into Euro Bond scam. “Why was this money banked in an offshore account and not a Consolidated Account as required by law? Who takes responsibility for this breach of the law? Who were the signatories to this offshore account? How much interest did this money earn and where is that interest? What were the proceeds of Euro Bond spent on here in Kenya?” asked the opposition leaders.

Mr Odinga also claimed that CORD leaders are privy to the information that Ms Waiguru is destined to be appointed to head another powerful office created to manage the budget. “She will be de facto Treasury boss and head of civil service. Waiguru is yet to be cleared of corruption allegations, now she is poised to head the country’s entire budget allocation; as a light duty,” read the statement to the media in part by Kalonzo Musyoka.

Raila is of the view that the creation of respective office defies the Constitutional provision that the National Treasury prepares the Budget and CS submits it before the National Assembly.
